Job Description

Main Responsibilities:

1. Overall work:

  • Lead overall work of Credit Department (report analysis, credit quality assurance, loan recovery,and specific products, …)
  • Lead branch projection and business plan and branch expansion strategies.
  • Regular monitor branch and credit performances (growth and quality) and direct/guide RM sand/or BMs to take corrective action.
  • Develop/modify credit policy, procedure, forms, system or standard.
  • Assess credit risk for bank products and operations.
  • Participate with BDD for new product initiative.
  • Solve branch credit related issues (policy, forms, cash-flow, loan assessment, collateral, PAR,credit risk, …) .
  • Screen and approve and proceed loan application at HO.
  • Staff management and supervision and capacity building.

2. Report Analysis:

  • Report all required reports (credit including recovery report and non-credit reports) to related persons regularly.
  • Analyze all required reports (quantitative and qualitative) regularly.
  • Verify related information with branches and related departments.
  • Regular alert the critical information to related department and management as well as update on Daily Credit Dash board.
  • Work closely with Regional Managers, Branch Managers, and management team to set annual business plan for all branch offices.
  • Work with CRO to closely monitor the performance of all branch offices to ensure the business is growth as plan with quality.
  • Provide strategic advice to Regional Managers and Branch Managers on how to improve branch performance.
  • Work with CRO to conduct market analysis to determine potential area for branch expansion and new branch set up.
  • Continually analyzes the strategic position of bank in the field of microfinance.
  • Conducts/ directs business analysis to determine new products and service areas that may be explored.
  • Conducts and directs management studies on new methodologies/ approaches to improve field operations and sustain/ improve company viability and profitability
  • Ensure credit information/ dash board is analyzed and report to CRO.
  • Ensure credit reports are consolidated and sent to relevant stakeholders.
  • A member of Credit Committee to ensure that loan approval are done as accordance with
    operations policy.
  • Update branch offices regarding any changes of CBC policies and implementation.
  • Regularly assess credit risk for bank loan products and operations activities.
  • Monitor and evaluate credit performance of all branches to ensure growth with quality.

3. Credit Quality Assurance:

  • Develop a credit quality assurance review system and standards.
  • Conduct regularly credit quality checks on the compliances (policy, procedure, forms…) and performance of branches to ensure strong credit control at branch levels
  • Directly solving of credit related branch issues.
  • Implement and follow up fraud prevention and detection as well as credit risk prevention strategy.
  • Report of Credit Quality Assurance to related department and management
  • Coach branches on technical loan assessment, forms, policy, and procedure
  • Recommend to develop and modify loan products, operations/credit policies and procedures.
  • Ensure all credit policies, procedures and forms are up-to-date.
  • Develop and revise loan documents and loan forms.
  • Modify current loan products/ loan terms/ loan size to meet client needs.
  • Coordinates implementation and institutionalization of new products/services on a wider scale, if found economically feasible.
  • Work closely with Branch Managers to ensure strong credit control at branch levels.
  • Ensure credit policies/ guidelines/ procedures/forms are well disseminated and trained to branch office staff and being a focal point person for policies interpretation.
  • Keep up-to-date on collateral information such as the price and trend of properties, as well as collateral risks to branch offices.
  • Ensure Credit policies and practices are in compliance with NBC law, regulations and Prakas.
  • Coordinate with relevant departments such as IT and finance when rolling out new products or modifying existing products to ensure that information are well captured in IT and accounting system.

4. Related products:

  • Strengthen related credit product policies, procedures, and forms.
  • Participate in new related credit product testing and rollout.
  • Monitor and support branch performance of his/her credit related products (online and field visit).
  • Support promotion and sale strategies.
  • Assist HO CreCom in screening the related loan application from branches.
  • Build partner relationship.
  • Work closely with Branch Managers to ensure strong control of product operations at branch levels.
  • Ensure policies/ guidelines/ procedures/forms are well disseminated and trained to branch office staff and being a focal point person for policies interpretation.
  • Ensure product policies and practices are in compliance with NBC law, regulations and Prakas.
  • Monitor actual performance Vs plan regularly.
  • Continually analyzes the strategic position of bank products.
  • Conducts/ directs business analysis to determine new products that may be explored.
  • Conducts and directs management studies on new methodologies/ approaches to improve staff productivity.
  • Ensure product reports are consolidated and sent to relevant stakeholders.
  • Update branch offices regarding any changes of leasing policies and implementation.
  • Regularly assess risk for bank products and operations activities.

Qualifications and Requirements:

  • BA/MBA in Banking/Finance or Business Management or equivalence.
  • Minimum 03-year experiences in managing small retail banking financial operations.
  • Familiar with emerging issues related to microfinance industry in Cambodia.
  • Computer literate in spreadsheet, database and work processing programs.
  • Strong English communication – written and oral communication skills.
